have received acting pay calculated on that salary. No date
was fixed for the coming into operation of the new scheme of
salaries until the issue of General Order amendment No.30 of
1938, which provided that the new salaries were to be operative
for the purpose of calculating acting pay with effect from 1st
January, 1938. These salaries have in fact been so applied since
that date. Administrative officers were, however, exempted from
the operation of that amendment because it had not at that time
been decided whether definite salaries would be fixed for
individual super-scale posts in the Administrative class or whether the old Class I system would be retained. Accordingly Mr. Todd, who was acting in the post of Chairman of the Urban Council, drew no acting pay. It seemed to me, however, unfair that he should lose by the accident that, while it was agreed in principle that the post in which he was acting ought to carry acting pay, it had not been agreed exactly what amount of acting pay should be attached to it. It could, in fact, have been argued that he should have received as from 1st January, 1938, acting pay on the same basis as other Administrative officers acting in recognized First Class posts, i.e. £1,500 per annum, which compares with total emoluments of £1,350 per annum which he will draw under the new arrangements.
